You did not say what age this child was. I would suggest several ideas. First have a class discussion and list appropriate behaviors including specifics about talking out in class. Post these in front of the class for everyone to see. Each day before an activity, repeat the expected behaviors making sure this particular child repeats the expectations. Praise continuously those children listening and not talking out. Try to catch this particular child being "good" and praise. Position yourself so you can get eye contact, or place a hand on her shoulder, give her some kind of sign that reminds her to stop talking. Talk to the student about her behavior, explain how disruptive her behavior and ask what ideas she has to help control this problem.
